Happy Halloween is a gorgeous combination of very fine glitters, featuring traditional halloween colors on a black background. To achieve better coverage, "lay" fingernail flat on the dip powder. To get a smoother application, flatten the glitter with your finger using a baggie each time you apply a layer.
